Keep in mind, the Home Office is the same people responsible for law and order through out England and Wales who have for years successfully sought to eviscerate the right of Englishman to keep and bear arms. This means that burglars not only will not face jail time, not only will they not be fined, they will not even have to make an appearance in court.
