The Killeen Daily News has an article
about the Luby's massacre, the 15th anniversary of which is coming up next
month. The Luby's massacre was allowed to occur not because citizens of
the United States are allowed to own guns. Rather, because a number of
customers of the Killeen eatery had left their legally owned firearms in their
cars, as required by the laws of Texas of the day. Most famously was the
case of Suzanna Gratia
Hupp who witnessed her parents being slaughtered as
her .357 magnum ineffectively sat out of reach in her vehicle as the law
dictated.
Anti-gunners in every state have threatened that Wild West shootouts would
ensue if shall-issue CCW laws were passed. The fear mongers neglect to tell
their audience that such shootouts have never occurred when licensed gun owners
are involved. In fact, the burden to get a carry license is so great that
in Texas, you must have led the life of a model citizen to date. As
certified instructor Lloyd Leppo Jr. said in the above article:
"If everyone in this state qualified to hold a concealed
handgun license no one would ever need a weapon in the first place."
The qualifications for a Texas concealed carry permit are:
To obtain a permit
to carry a concealed handgun, one must be at least 21 years of age, submit a
photo and fingerprints for a background investigation and pay a fee, pass both
a written test covering laws pertaining to deadly force and gun safety and a
shooting accuracy test.
Applicants also
must be up to date on all student loans, must not owe back child support or
taxes and must not have a Class A or Class B misdemeanor, or have been
convicted of a felony.
"Citizens can
rest assured that whoever holds a license has been investigated by every
qualifying agency there is," Leppo said. "The cream of the crop in
society is the only people who can qualify for a CHL in this state."
Obtaining a permit
to carry concealed handguns in the state of Texas requires a 10-hour course
during which residents learn about self-defense techniques, gun and child
safety, and state laws regarding use of force and licensing requirements.
The course for
obtaining a permit includes teaching applicants how to avoid the need to use a
concealed firearm. When a criminal looks for a victim, he knows what he's
looking for, Leppo said.
The same bill of goods about Wild West shoot-outs have been repeated
at least 30 times over the past 2 decades since Florida first passed
shall-issue licensure for concealed weapons. An argument they never grow
tired of and ceaselessly recycle as we saw this past year with the passage of
stand your ground laws, starting again in Florida.
Luckily, most Americans are bright enough to see through their attempts to
induce fear and cause panic.
