NJ Ammo Commission Report Released PDF Print E-mail

Back in December, an NJ state commission was considering such weighty matters as the "bullet loophole" and "ammunition straw purchases".

The commission's report was published earlier this month. Here is the press release.

The commission is recommending to the governor and legislative leaders that New Jersey makes sweeping changes in the access and sale of ammunition, which they call a "wide-open, unregulated bazaar."

Some of their recommendations:

  • FIDs be updated with photograph plus the serial number of owned weapons
  • Require an FID to purchase ammo and only in calibers the buyer has licensed weapons
  • Subject firearms credentials to expiration after three years
  • Ammunition sales in NJ should only be conducted in person between seller and final consumer of the ammunition
  • Regulate mail order and internet purchases of ammunition requiring out of state vendors to collect a copy of an FID and government ID for each sale
  • Require dealers to keep detailed records regarding ammunition sales including the serial number for the gun that the ammo is being purchased for
  • Give the police ready access to all sales records held by seller. Currently, the police require a court order to access such information.
  • Ammunition sales should be reported to the state within seven days
  • Increase penalties for unlawful ammunition purchase, possession, and sales
  • Increase licensing fees for licenses to sell and purchase firearms to find the NJSP firearms unit
  • Criminalize the possession of ammunition for a caliber or gauge of weapon that you are not licensed to own

Some other observations:

  • The commissioners were horrified that they could purchase hollow points on the internet
  • They also apparently consider hundreds of rounds to be a "small arsenal"

There is already at least one bill  in the legislature this session that would accomplish some of the above infringements--A2602.  It also should be noted that there is a bill to remove the hollow point ban--A3075.
