The New York Times is saying that in the two hour span between the first VT shooting of 2 victims and the second shooting spree where 30+ people where shot, the police wasted their time and the opportunity that gap of time gave them to stop a tragedy. How? They spent that 2 hour gap investigating a known gun owners rather than locking down the campus and looking for additional leads. They took it for granted that because they had a gun owner in custody, the threat was over.
