According to GovTrack.US, that distinction goes to Robert Andrews (NJ-1) who in almost 20 years has passed exactly 0% of 504 bills he has sponsored. 501 haven't even made it out of committee. An 11 term incumbent, Andrews ran unopposed in the last election and is rumored to be interested in making a run for Lautenberg's seat in 2008. Next up--most unsuccessful senator? With party boss Norcross's backing, he stands a good chance of achieving that dubious dishonor.
