This is one of two Attorney General's Directives regarding the term substantially identical (as found in 2C:39-1w(2) of the NJ Statutes) originally published on the NJ State Police website. We hope it helps answer any questions you might have about the legality of certain firearms in New Jersey. (Our thanks to BRN169 for preserving the original pages.)

This document released by the PA Attorney General states unequivocably that PA does, in fact, recognize out-of-state carry permits regardless of the place of residence. In other words, a NONRESIDENT CARRY PERMIT IS, IN FACT, RECOGNIZED in PA.As always, it's the responsibility of the gun owner to be familiar with the laws. This specifically pertains to the Right To Carry Road Show (TM), where many applicants were unsure whether or not the FL nonresident permit was recognized. We recommend you print and have a copy of this with you in case you happen across an overzealous law enforcement officer bucking for a promotion.
